Construction — the sector the Book was started in.
Construction covers the machines that move ground and lay pipe, the ways of working that run on them, and the paper a job leaves behind. All three tracks run here — Hands, Machine and Records — and thirty-seven entries are filed under C today. Every one reads Specified: written down and numbered, not issued.
Three tracks, three kinds of skill set.
On Hands, an entry is one named person's way of running one family of machine, held with that person's consent and asked for by name. A different family, or a different person, is a different number.
On Machine, an entry is a way of working taught to or loaded on a machine by Steady Eddie, not a named person's. It is chosen before the work starts. It proposes. It never authorizes.
On Records, an entry is a reference built from a body of paper that answers with named sources and refuses what the paper does not carry.

A family is the machine on Hands and Machine and the kind of record on Records; a trade is the two-letter field the work is done in. Both tables belong to this sector alone. Family 0 is a Set.

A family digit means what this sector's table says and nothing else — the same digit in Agriculture is a different family, which is why the sector letter leads. The trade is the field the work was done in, not the machine it was done with: one dozer family carries MN on a mine site and CV on earthworks, two numbers.
Opening a family, or adding a trade here, is a decision of the register. A code is never renamed and never reused, sequence is issued in order, and a retired number stays reserved. Written out, a number here reads C H 3 001 MN · 1, and in machine form CH3001MN1Q — the tenth character a computed check.
Three tracks, three captures.
Hands. A capture is a recorded seat session on one family of machine, the consent read to the person in the seat at the moment of recording; a consent never reaches back over a session already made. Consent is four separate papers, each given and ended on its own: to be recorded, to be held alongside others, to run under the person's name, and to be used to train a model. Steady Eddie collects, with the Trainer — a kit in a case, wired to nothing.
Machine. The packages are Steady Eddie's own, and Tacit Tessera licenses them like the rest. They exist as written specifications. None has been run on any machine.
Records. Two routes, in this order. Records mining first: a converter turns a retained body of paper into a reference, every output carrying a receipt saying where it came from. Then Ratify: the agent drafts method statements from that paper and the person accepts, amends or declines each one, so every ratified statement is authored and dated. Nobody is interviewed and nobody is recorded to build a Records set — that is the Hands track. Strategic Agent collects here; the exception is a machine's own manual set, which Steady Eddie brought.
Two houses collect in Construction.
Steady Eddie and Strategic Agent require skill sets. Even Steven owns them. Tacit Tessera licenses them to OEMs and to AI.
Steady Eddie, a division of Sustainable Infrastructure Group Ltd., collects Hands skill sets with the Trainer and supplies its own Machine packages. Strategic Agent collects on Records. Even Steven owns what is made of every skill filed under C, for the person or company it came from, holds the consents, and is the one house a Source signs with. Tacit Tessera numbers each one, licenses it, counts every use, and answers a check on any number.
The consequence is legible on the plate: a tile carries the mark of the house that collected the skill set and no other — ES on every Hands entry here, SE on every Machine entry and on the records set Steady Eddie brought, SA where Strategic Agent collected. The owning house does not stamp it.
Two kinds of licensee, one signed row.
A licensee here is an OEM — a maker, a kit company, a fleet owner, a contractor running its own iron — or an AI: a platform, an agent builder or a command centre running a Construction Records set. Both get a numbered, sealed edition, a count of every use, and the seal check.
On Hands and Machine the unit is the machine-hour: the act that clears the machine to run is the act that starts the count, and one signed row is clearance, invoice and pay at once, audited from both ends, because paid is not paid correctly. No rate appears here. On Records the unit is the serve, counted the same way.
A spread rarely needs one number. Several can sit under one paper as a Mosaic at family 0, and no member loses its own number, name or count on that shelf. A set is a shelf, not a stew.
Ending it is part of the licence. On Hands and Machine: It stops for new work at once; a job already underway finishes. Two dates follow, never collapsed into one — the out-of-service date, when nothing runs it anywhere, and the true date, when every copy is gone, backups included. A withdrawal from a Records set takes effect at the next serve.
On Records, the shape already exists.
A construction company's whole field reference — a desk reference, a technical data manual, a trade specification, a safety register, typical drawings, a project quality plan — can be assembled into one reference whose provenance is the company's own, every passage traceable to the document it came from. Assembled that way it is a Construction Records set in everything but its number.
What it lacks is the register's half: no Tacit Tessera number, no Card, no tile, no edition pinned, no count, no licence. The Records track here is not hypothetical in shape, only in issue — a shorter distance and a different one.
The boundary, on both sides of it.
On Records. A reference carries the written-down-able kind of knowledge — the kind that would take too long to write out, and the kind a person does without knowing they do it. It does not carry the somatic kind, what the body does faster than words, nor the collective kind, which lives between people and in nobody's files. A body of records is never used to build a model.
On Hands. What a skill set here may disclose stops at what a person standing beside the machine would see; what moves the controls is never described. The seat belongs to the machine: a person on the crew clears the job, and a person at the machine can stop it.
Made at issue, posted to the Source.
Every tile here has a solid form. The plate is the tile made real: two chamfers, a bevel, the scribe line, four countersunk marks, the number and the name raised, the collector's mark struck as a die, the pattern recessed, the verify address on the back. The card carries the same marks at wallet size. Both are made at issue and both go to the Source in one post. None has been made, because nothing has been issued.

No capture session has been recorded, no operator has been signed, nothing has been metered and nobody has been paid. No package has been run on any machine, nothing served or licensed, no plate made.
