Strategic Agent — the house that collects a practice.

Strategic Agent captures the skill set of a professional from the corpus they retained over a career and mined into a reference. An engineer's practice is the first case — calculations, reports, specifications, job files — because a professional's expertise is already substantially written down by obligation.

Strategic Agent is a skill source collector. It is the understanding of a business, drawn from that business's own records — the tools most every person lacks — and here it is the house that collects a practice. It collects skill sources — a person's practice files, a company's records — and turns them into references that answer with named sources and refuse when the records do not support an answer. The refusal is the feature.

Steady Eddie and Strategic Agent require skill sets. Even Steven owns them. Tacit Tessera licenses them to OEMs and to AI. Every entry here reads Specified. None is built.

RTwo kinds of Source

A named practice, or a company's records

A Records skill set has one of two Sources, and the Card says which one it is.

A named person's practice. The Source is the person, it is built from their own practice files, and the name on the Card stays on it. This is the case the house was drawn for: the retiring expert, the firm losing a principal, the estate of a practice, an owner-principal.

A company's records. The Source is the company, coded on the Card and never named publicly. A seat pooled from several contributors is a Mosaic of per-contributor sets, each keeping its own number, count and ending. A set is a shelf, not a stew.

RHow a practice is collected

Two routes, in this order

The records are mined first. A converter turns a body of paper — calculations, reports, specifications, job files, procedures, bid files, notes — into a reference. Every output carries a receipt saying where it came from, and the reference declines the question the paper does not answer.

Then the method statements are ratified. The agent drafts method statements from that same paper, and the person accepts, amends or declines each one. Every ratified statement is authored and dated, so the practice arrives with a name and a date on it rather than as an inference from the pile.

Nobody is interviewed and nobody is recorded to build a Records skill set. That is the Hands track, in another house. The paper here is already written.

What a records reference holds, and what it does not

A records reference carries the written-down-able kind of knowledge — the kind that would take too long to write out, and the kind a person does without knowing they do it. It does not carry the somatic kind, what the body does faster than words, nor the collective kind, which lives between people and not in anybody's files. The paper says which grade is being bought.

Authorship, and whose documents they are

A receipt says where a passage came from. It does not say who wrote it. Authorship is recorded before any mined reference is licensed under a person's name.

Whose documents they are is the second question, and it is open: an employed expert's files are usually the employer's, and often the client's. That one is with counsel. It is clean in the case this house starts from — an owner-principal licensing their own practice's files.

A business's back office is built the same way, from a company's records rather than one person's practice. The first eight seats of the Office sector are written down and numbered below. They are a first shelf, and the register is open: opening a family is a registry decision, and codes are never renamed or reused.

A named practice files under the sector its profession sits in. A seat stays Specified until its reference has passed a sealed test: questions an expert writes and seals before the build, passed when the answers are correct and name their source, with at least one question designed to have no answer. The method is published. No result is.

Even Steven owns what is made of every skill — the recorded session, the converted paper, the taught package — on every track, for the person or company the skill came from; the skill itself stays the person's, and it is the one house a Source signs with. The line holds here as it holds everywhere: Your agreement is with Even Steven.

A Source consents tier by tier, is paid under that agreement, and is given a view of every serve made from its records. It can withdraw. On the Hands and Machine tracks the ruled timing is: It stops for new work at once; a job already underway finishes. Here the unit is a serve, so a withdrawal takes effect at the next serve, and that Source is not served again.

Records are never used to build a model. A customer's own records never feed a reference unless they choose to contribute them. Figures leave only as bands over many jobs; no single job's figure is ever served.

Consult · Apply · Reference

The principle under all three: license access and work, never the pile. Secrecy is what keeps a reference licensable, so the records do not move.

Consult

A composed answer that cites its sources by seat, document and anchor, quotes only short passages, and gives figures only as bands.

Apply

A work product the customer saves as their own document — for the estimating seat, an estimate sheet carrying a price band, coded comparables, risk flags, assumptions, what is missing and its sources. It declines when it cannot price the work without exposing a single job.

Reference

A pack for an agreed scope, drawn from opted-in Sources only, returned or destroyed against a certificate, with audit rights.

Every work product names its number

Every served passage and every work product names the Tacit Tessera number and edition it came from. Pin the edition and the same question can be put again years later, or the register says why the answer moved.

A Records Card takes a new number when the contributing scope changes, and a new edition when jobs are added or corrected. The rule is the same on every track.

Several seats can sit under one licence as a Mosaic, with family 0. Each member keeps its own number, scope, refusals and count, and every answer names the member it came from.

Nothing in this house has been built

The command centre a licensed Records skill set runs in is Strategic Agent's own product, and its home is strategicagent.ca; nothing about it is described here.

On the register's side nothing has been built either. No seat has been assembled, no practice collected, nothing served and nothing licensed. Before anything is: a red team, one seat passing its sealed test, signed agreements, counsel's review, and prices ruled.
