How a skill set reaches work.

Three parties stand between a skill set and a machine, and they come in an order. All three are OEMs.

A maker builds a machine that accepts a release and reports a count. A release is a sealed package built for the controls the machine already has. It carries no recording, and nothing identifying the person beyond the name it runs under. A machine never receives a session.

A kit company fits the same path to machines already in the field, and comes before a maker on this road: more machines are working now than will be built next model year.

A fleet owner licenses a named way of working for the job in front of them, on machines they own. Several machines run several meters; the count arrives as one invoice.

What is inside the release interface is not published here. Tacit Source licenses it under agreement, and nothing is shown outside the family of companies until counsel holds the particulars.

Three rules travel with every release, on every machine, whoever fitted the path:

• It is chosen by name before the work starts. There is no default, and no last-used.
• It proposes. A person authorizes. Safety has veto.
• A released package does not learn in the field. It is fixed at the edition it was released at, and it changes only when a person puts a different edition on the machine.

The act that clears the machine to run is the act that starts the count. One signed row serves as clearance, as invoice and as pay, and the audit runs from both ends.

No capture session has been recorded, no operator has been signed, nothing has been metered and nobody has been paid.

A Records skill set is not fitted to a machine. It is a reference, and the licensee is an AI: a platform, an agent builder, a command centre that runs a Records set. The reference is consulted where it sits, and it does not leave.

What is in it starts with a professional. Strategic Agent captures the skill set of a professional from the corpus they retained over a career and mined into a reference — an engineer's calculations, reports, specifications and job files first, where the Source is the person and the name stays on it. A company's records come second, built the same way, where the Source is the company, coded and never named publicly. An answer names its sources. Where the records do not support an answer, the set refuses, and the refusal is the point of it. Figures leave only as bands over many jobs; no single job's figure is served. A company's own records never feed a reference unless that company chooses to contribute.

Every work product names the Tacit Tessera number and edition it came from, so a sheet produced today is read back against the register years later. Every output is decision support; professional sign-off stays with the customer.

The first eight seats of the Office sector are Estimating, Project controls, Controller, Safety & compliance, Operations, Records & filing, Prequalification, and Fleet & maintenance. A sector letter leads every number, so a number says which part of the register it belongs to before anything else: C Construction, O Office, A Agriculture, P Professions, T Trades & crafts, S Self. Each holds its own families and trades, per track. Construction and Office are where every entry sits today; the other four are open, with nothing filed yet.

The register earns its keep when its numbers are written into other people's paperwork — a bid, a site procedure, a tender clause, a purchase order. A number is short, printable and checkable, which is what a clause needs.

A number without an edition names the skill set. A number with an edition names one frozen version of it. Pinning an edition is what makes a result reproducible years later, which is what matters in an audit, a claim or a dispute: run against the pinned edition today or in five years and it behaves the same way, or the register says why not.

The last character of the machine form is a check character, so a mistyped number is caught before anyone troubles the register with it. Where a skill set carries a person's name — on Hands, and on a Records set from a named practice — the number sits beside the name, never instead of it.

A pipeline spread is not one skill set. It is a sideboom, a dozer, a grader and a loader, each with its own way of working and its own person behind it. A Mosaic gathers several numbers under one paper, so a spread can be licensed on one line instead of four. A pooled Records seat is the same shape: a Mosaic of per-contributor sets.

A set is a shelf, not a stew. A Mosaic has its own number, with family 0, and its Card lists its members by number and edition. Each member keeps its own count, its own name and its own ending.

That ending is stated and does not vary. On Hands and Machine: It stops for new work at once; a job already underway finishes. On Records the unit is a serve, so a withdrawal takes effect at the next serve. Two dates follow and are never collapsed into one — the out-of-service date, the day the job already underway has finished and nothing runs it anywhere, and the true date, the day every copy is gone, backups included.

That is the condition on which the rest of the register rests. A promise to one person can be kept where their skill set stays separately addressable. It cannot be kept, in any way a second party can check, where it has been dissolved into something general.
