For makers
Build a machine that accepts a release and reports a count.
You are asked to do two things, and they are the same two things whatever the machine is. Take a release that names one way of working. Report a signed count of the hours it ran. Everything else on this page is what will and will not cross the line between the register and your product.
Tacit Tessera registers every kind of skill set and licenses it to two kinds of licensee: OEMs — makers, kit companies, fleet owners, businesses that run a machine — and AI, meaning a platform, an agent builder or a command centre. Steady Eddie and Strategic Agent require skill sets. Even Steven owns them. Tacit Tessera licenses them to OEMs and to AI.
A release is a sealed package built for the controls your machine already has. It is built for one family of machine. It is named, and it is pinned to one edition. Every number leads with its sector letter, so a Construction-sector Machine entry reads C M 1 001 CV.
It carries no recording. It carries nothing identifying the person beyond the name it runs under. A machine never receives a session, and nothing you fit gives you a body of someone's work to hold.
The register issues the number. Your machine reads it, runs against it, and writes it on every count row it signs. You do not need to know how a skill set was built to accept one, and this site does not describe what is inside the interface that carries it.
Chosen by name
A way of working is selected by name before the work starts. There is no default, and no last-used. A machine that picks one for the operator is not doing what this register describes.
It proposes
A release proposes. A person authorizes. Safety has veto. The order never runs the other way, and nothing in the register asks your product to relax it.
It does not learn
A released package does not learn in the field. It is fixed at the edition it was released at. It changes when a person puts a different edition on the machine, and not otherwise.
That last rule is a design decision, not an accident of scope, and it is the one your counsel will ask about first. A product that changes itself after it is placed on the market raises a question about who is answerable for the change. A fixed release does not raise it. If a skill set is improved, the register issues a new edition, and somebody with a name and a date installs it.
Prepared is not installed. Installed is not authorized. The three states stay separate on the machine, and each one is somebody's act.

Back the other way, one row does three jobs. The act that clears your machine to run is the act that starts the count. That row is the clearance, the invoice and the pay, and the audit runs from both ends of it so a count can be checked at source rather than taken on trust.
Three things, and they are the three the register can actually keep: the money owed, the count, and the deletion. Not the machine. Not the job. Not the output. Those are yours and your customer's, and a licence that pretended otherwise would be a licence nobody could honour.
The way in is by agreement. Tacit Source licenses the release interface, and nothing is shown outside the family of companies until counsel holds the particulars and an agreement is in place. A kit company comes before a maker on that road, because there are machines working today that no model year will reach.
No capture session has been recorded, no operator has been signed, nothing has been metered and nobody has been paid. Every skill set in the register reads Specified. Nothing on this page has happened yet; all of it is written down and numbered so that it can.
