Run a skill set you can name, count and check.
You are the second kind of licensee. A platform, an agent builder or a command centre runs a Records skill set the way a machine runs a Machine package: under a number, pinned to an edition, counted on every use. What you license is access and work, never the pile. AI here means that kind of licensee, and never a model developer: no skill set is sold to train a model, and no licensee may build a model from one. The fourth consent a person may give Even Steven is theirs alone to give and to end; no licence issued here carries it.
Steady Eddie and Strategic Agent require skill sets. Even Steven owns them. Tacit Tessera licenses them to OEMs and to AI.
Strategic Agent captures the skill set of a professional from the corpus they retained over a career and mined into a reference; Tacit Tessera is what numbers it and licenses it to you. A company's records are collected the same way, and file the same way.
A Records skill set is a reference that answers with named sources and refuses when the records do not support an answer. The refusal is part of what you are buying. So is the boundary: a records reference carries the written-down-able kind of knowledge, not the kind that lives in somebody's hands and not the kind that only exists between people. The paper says which grade is being bought.
A Records skill set built from a professional's practice is reference and decision support. It never seals, never signs and never releases money. A licensed person approves every number and applies the seal.
Every entry reads Specified. No seat has been assembled, nothing has been served and nothing has been licensed.
A numbered, sealed edition
One number, one Card, one tile, one edition. An edition is frozen, so the same number and edition behave the same way everywhere — or the register says why not, for example because a Source withdrew.
A count of every use
Serves are counted the way hours are counted. One signed row is the record, the invoice and the pay, and the audit runs from both ends of it.
The seal check
Its seal can be checked at tacittessera.com/verify. Nothing is cached as a verdict: every lookup is recomputed from the sealed Card.
Pin the edition in your own paperwork and the result stays reproducible. A check answers four things and nothing else: whether the check character is valid, whether the register knows the number, its status, and whether the edition you pinned is current — and, for a licensee, whether your licence covers it.
Every served passage and every work product names the number and edition it came from. That is not a courtesy line at the bottom of an answer. It is the mechanism: it is what lets a sheet produced through your product today be read against the register in five years, and what lets a count be traced to the skill set that earned it.
Six rules, and they are the ones that make the promise to the Source keepable. A licence that let any of them go would be a licence nobody could honour.
Nothing is blended. A licensed reference is run as it stands. It is never stirred together with another, and no answer is composed from two references as though they were one.
No model is built from it. A licensed reference is not material. It is not used to build, tune or extend a model of any kind, by you or by anything you run.
No working back to a Source. Where the Source is a company it is coded and never named publicly. A licensee does not try to re-identify it, by putting served passages side by side or by any other route.
No single job's figure. Figures leave only as bands over many jobs. One job's number is never served, and an answer that could only be given by exposing one is refused instead.
No passing it on. A licence is not transferable. A skill set is not sub-licensed, resold, bundled into somebody else's product or handed to another platform.
No running what you did not license. A licensee runs the numbers and editions its licence names, and nothing else. A number not in the register is not a Tacit Tessera number, however it is written.
A Source can withdraw. On the Hands and Machine tracks the ruled timing is one sentence: It stops for new work at once; a job already underway finishes. On the Records track the unit is a serve, so a withdrawal takes effect at the next serve — from then on that Source is not served, and the register says so against the edition rather than leaving you to find out.
That is the one thing your integration has to be able to absorb. Build for a reference whose membership can change between one serve and the next, and the rest of the arrangement holds.

Even Steven owns what is made of every skill — the recorded session, the converted paper, the taught package — on every track, for the person or company the skill came from; the skill itself stays the person's. Running one under licence does not make you an owner of it, and you never become the Source's counterparty.
Nothing has happened. No seat has been assembled, no Source has signed, nothing has been served, nothing has been metered and nobody has been paid.
The specification is public. The pile is not.
